Initiatives of District Administration Jhajjar

Umang Ek Pehel: A step towards promoting menstrual health and hygiene amongst adolescent girls.

A convergence initiative between SSA, HSRLM & WCD departments where sanitary napkins produced by SHG women are being distributed among adolescent girls at govt schools utilizing the SSA Innovation Funds, since January 2018. Reduction of absentees by 40%; Employment to 22 women engaged with the production of sanitary napkins; Effective use of government ‘innovative budget’; Scaling up plan in 200 schools.

Saanjhi Madad: An initiative to reach out to the last mile person by inculcating the act of donation from officers, NGOs, civil society organizations, public at large.

The two centres are being run by the District Child Welfare Office. Launched in January 2018; More than 4500 beneficiaries have been reached through the efforts. A sub-centre in Bahadurgarh Sub Division has also been established. An institutional mechanism has been created and a District level committee chaired by DC has been formed.

Special Drive during Kerela Flood Relief: Due to ‘Sanjhi Madad’ centres the relief material was collected throughout the district; and 4 trucks of relief material was sent to Kerela through Kerala Bhawan. Also donations were sought from govt employees salary, organizations, civil society, individuals. Around Rs 90 lacs amount was collected and transferred to Kerela Relief Fund as contribution from District Jhajjar. It was joint effort under Saanjhi Madad & District Red Cross Society.

Raahgiri:

Jhajjar district took the initiative of organizing Raahgiris since January 2018. Afterwards Celebrating Rahagiri became one of the CM Announcements in Haryana. In Jhajjar district, Raahgiri has been instrumental in getting women and youth out of their houses and occupying public spaces. The administration focuses on women oriented and youth oriented sports and activities to allow them to have more active space. Raahgiri organizing committee has been formed and civil society organizations are being associated. Raahgiri themed on Beti Bachao Beti Padhao; pink marathon; Raahgiri is being used for connecting with millennial. Activities for sports, music, culture, street Art, gymnastics, etc are being organized and it is acting as bridge for community mobilization.

Star Department Award:

Star Department Award is a unique initiative to incentivize the departments performing good, to document efforts of the district administration, to motivate the officers to do innovative works and to create a sense of ownership in towards  the district administration. An application form has been designed and departments are categorized into 3 categories- Infrastructure development, Social development & Community engagement, Integrated economic development. Parameters relating to performance of departments in schemes implementation, office management, innovation etc have been incorporated. Awards will be given on quarterly basis; starting from July 2018. 1st awards given On 15th August 2018; next in December 2018.

Jaagriti Project:

This project launched in Rohtak & Jhajjar in collaboration with UNICEF -4 components on focus of Reducing Gender Disparity- safe mobility of women & girls, Schools support gender equality, Govt. offices support gender equality, media supports gender equality. The Project was launched by Hon’ble CM in District. The programme has been well owned by departments; recommendations in ‘Safety Audit Report’ are being implemented.

Collaboration with UNDP Disha:

A collaboration between UNDP and District Jhajjar has been formulated to help women become economically self-sufficient through training, employment, and developing entrepreneurial skill development under the Disha Project. There are three areas of intervention under this initiative:

Employability enhancing training; strengthening agri-nutri linkage for empowering farm women in India; Entrepreneurship awareness and start-up training.

Janta Darbars:

Administrative Camps cum Ratri Choupals- Used as mechanism for community mobilization and engagement: The Janta Darbars are held every month in the district and have been utilized to redress the grievances of the citizens face to face. The janta darbars are also utilized to hold activities for the women and people of the village. The administration conducts activities like sports competition, tug of war, Yoga, aerobics, plantation, cultural activities etc and people of at least 4-5 adjoining villages join and participate actively.

‘Soch pe Dastak’- ‘Nari Ki Choupal’:Mann ki baat: Breaking Social Evils:

Changing mindsets of people is imperative for societal development. The District Administration ensures addressing social evils like dowry prohibition, parda pratha, reduce female foeticide etc. through launch of campaign ‘Soch pe dastak’ through ‘Nari Ki Choupal- Mann Ki Baat’ in panchayats, with special focus on 60 GPs with low Sex ratio at birth.  The administration organises by oath taking, pledges, conversation with people, felicitation of local champions etc. The initiative has been recognized as very good platform by Ministry of Women & Child Development, Govt of India.

Jhajjar Darpan (Monthly Newsletter)-

Jhajjar Darpan was launched by Honourable Chief Minister in Jhajjar on 21st June 2018. It showcases the monthly activities of the District Administration. It aims to reduce the information gap by providing right information to the citizens and also share the information of activities being done by various departments.

National Apprenticeship Promotion Scheme (NAPS):

 Govt. of Haryana has launched Saksham Haryana Campaign to improve the capabilities of youth and their employability. Under this campaign a target to appoint 15000 apprentices in the Govt. Departments and SPSUs in the state was fixed during FY 2017-18 and accordingly the targets allocated to various districts. District Jhajjar has achieved 103.5% of the target allocated and we will continue this efforts for implementation of Apprentices Act, 1961 with the same passion and dedication in future too.

Bal Rakhshak:

An initiative to improve capacity building of stakeholders under POCSO act; To build more awareness regarding child sexual abuse and strengthen the implementation of the POCSO Act. Activities done so far- Teacher Trainings by Arpan (a Mumbai based organization working on CSA) ; Police training; Health officials trainings; Child Protection unit training  etc.

Initiatives under ‘Mhari Laado’(Beti Bachao Beti Padhao):

An effort to improve child sex ratio at birth and promote girl child education in Jhajjar; District Administration Jhajjar has been tackling the issue of low sex ratio, women empowerment and equal rights through various interventions. Advocacy campaigns through Gram Panchayats /Community Meetings/ Urban Local Bodies etc;  Community mobilization & awareness generation; Inter-sectoral & inter-institutional convergence at district/ block levels; Outreach Activities through Media coverage/Mass Media Advocacy; Financial Empowerment through SHGs; Innovative Initiatives: Collaboration with Ngo’s and civil society etc.

CSR Initiatives:

NTPC /APCPL & district administration organised distribution of aids & assistive devices to specially abled persons worth Rs 2 crore (1142 beneficiaries: special focus on females); Hon’ble MOS GOI was chief guest (November 2017). District was felicitated at state level by Hon’ble CM for facilitating ‘Best CSR Practices’ in district in November 2018.

Other activities under CSR initiatives:  Project ‘Jaagriti’, ‘Bal Rakshak’, DISHA project of UNDP etc. Shamshan Ghats (Shiv Dham Navinikaran Yojana); Supporting Sawera School- NTPC; Footwear Training Centre for Self Help Groups- Relaxo; Support to Bal Bhawan- J.K Lakshmi; Setting up of Music Centre in District Prison- Reliance; Cow Sheds in Gaushalas (Stray Cattle Free Campaign); Support in organizing Raahgiri; Infrastructure support to schools; Bachpan Anganwadis etc.

ISO Certification of DC Office Mini Secretariat: 

Launch Of ISO 9001:2015 Certificate for ‘Office Of Deputy Commissioner Jhajjar, Mini Secretariat’

For Scope of ‘Providing Administrative and Public Services’; has been obtained in December 2018.

ISO Certification ensures that our office fulfils global standards. It inculcates public service delivery, file management, record keeping, compliance of orders issued from time to time.

Most important benefit of ISO Certification is that it is public centered and have value associated with strengthening employees – public relationship.

Office Modernization: Various steps have been taken towards modernization of office spaces at Mini Secretariat. Renovation of Conference Hall at DC office has been done to make it more spacious equipped with modern facilities; Upgradation of facility at VC room; Improvement of aesthetics of Mini Secretariat through wall painting; Upgradation of office infrastructure for improving public service delivery at Mini Secretariat etc.

Street Art promotion for beautification of cities: Street Art wall paintings on government buildings is being done at Jhajjar City. Students from Colleges/ ITIs are being encouraged to paint the walls; also it is being promoted during Raahgiri organized by district administration. It is helping in promoting messages of Swachh Bharat as well as giving sense of responsibility to citizens to take care of public spaces.

Sports as tool to bring forward females/ girls: Especially to encourage the females/ girls to come forward; different sports events are being organized during all events like Ratri choupal, raahgiri, nari ki choupal, special sports events. Recently kabaddi match was organized between International Team Indonesia and Girls Team Jhajjar. It motivated the Jhajjar girls that they can play against international team and even defeat them.

Use of Rangoli to act as communication mechanism: Focus of district administration has been on awareness generation through all possible mechanisms. An artist at Jhajjar Sh Mukesh (Bhadana GP) makes Rangoli on ground at different locations to spread awareness on different themes. His Rangoli on themes like- World Breastfeeding Week has been shared by Ministry of Health & Family welfare GOI on their social media; Rangoli on ‘Soch pe dastak’ has been acknowledged by Ministry of Women & Child development GOI, etc.

Samwad Choupal: Breaking Social Evils- Soch Pe Dastak

Through the campaign ‘Soch Pe Dastak’; District Administration is trying for Changing mindsets of people by addressing social evils like dowry prohibition, parda pratha, reduce female foeticide etc. Administration has taken forward the concept of ‘Nari Ki Choupal- Mann Ki Baat’ in panchayats, to ‘Samwad Choupal’ and involving the male members also including youth and engaging in dialogue with them as to issues of Crime against women.  The administration organises oath taking, pledges, conversation with people, felicitation of local champions etc.

Saksham Haryana (School Education):

Saksham Haryana initiative aims to assess the grade level competency and assesses the overall learning of students at grade 3,5, 7. We have come across as the top most district in state of Haryana to have achieved grade level competency in all blocks.

This was declared in December 2018, under the flagship programme Saksham Haryana where third party assessment is done to check the grade level competency of students of classes 3, 5 and 7.

Samagra Sikhsha Abhiyaan:

Three month self -defense training for girl students was done in 144 schools for helping them be self -confident and independent. 9000 rupees per school was given for the successful conduct of the training. The training impacted lives of 1519 girl students
