Mrs. Sonal Goel Joined Haryana Cadre in July 2016. Her first posting in state was as Commissioner, Municipal Corporation, Faridabad & then CEO, Faridabad Smart City Limited in addition.Municipal Corporation of Faridabad is the oldest and largest corporation in Haryana with a population of around 15 lakhs & one of the largest in NCR. The Municipal Corporation, Faridabad performs and discharges various mandatory, obligatory and discretionary functions as defined in the Haryana Municipal Corporation Act 1994.

In the capacity of its Commissioner, she oversaw the Implementation of Swachh Bharat Abhiyaan, City Sanitation, Water Supply, Sewerage, Roads, Street Lights, Green Spaces; citizen services delivery, taxation revenue collections, Commitment to good governance; disposal of grievances received through CM Window; online complaints, implementation of development works under CM announcements and other schemes.
During her tenure of working:
a) The entire MCF work-force was motivated to work as a team and was incited into action to ensure speedy and qualitative development of the town within the stipulated time.
b) With the best financial practices, financial position of the Corporation was improved and an amount of Rs.79.24 cr (property tax) was recovered during the period 2016-17; the momentum was carried on during the period.
c) 102 total CM Announcements; work in progress for 91 Announcements development works.
d) For ensuring sanitation works;

Special trigging drive for ODF was undertaken at 75 locations between 4 AM to 7 AM to educate the general public regarding government scheme of IHHL and use of PT and CT and out of 40, 32 wards were declared as ODF.

Awareness programmes about ODF, waste segregation in Schools, colleges, hospitals and other alike institutions were organized.

Community Toilets under CSR
Integrated solid waste management project initiated on PPP mode for Bandhwari Sanitary landfill site with the capacity of 10 MW waste to energy plant along-with biological treatment of organic waste. Implementation period is 24 months duration. A concession agreement was signed between Faridabad Municipal Corporation, Municipal Corporation Gurgaon and the ECO-Green (the firm).
e) AMRUT:- Faridabad was selected under AMRUT Yojana, works related to water supply, sewer, drainage, parks are being taken up. DPR was prepared and submitted to state govt. Total projects cost Rs 301 crores.

Traditionally, MCF was providing Government to Citizen (G2C) services. But then the management of MCF decided to evolve a Citizen to Government (C2G) mode of administration. Realizing the mammoth power of the residents and establishments, Municipal Corporation, Faridabad came out with an innovative plan of ‘Citizen Participation for city development’, (‘Sab Ke Saath Se Shehar Ka Vikas’). Under the plan, all the stakeholders of city development including the Industrial Associations, civil society organizations, Resident Welfare Associations (RWA), Schools, Colleges, Innovative Residents and general public at large are being involved to address the needs of Faridabad in a time bound manner. It is by virtue of the citizen’s participation that Faridabad has been able to take a lead and has been chosen as 1st among the two cities selected from Haryana for prestigious ‘Smart City’ initiative of Ministry of Urban Development, Government of India. The details of the ‘Citizen Participation for City Development’ (‘Sab Ke Saath Se Shehar Ka vikas’) including key highlights are as given below:

D.Citizen Participation for Effective Governance
CM Window- Since Dec 2014, this is an effective platform for citizen grievance redressal by state govt.
Starting of Ward Level Offices: In order to increase the citizen interactions and to decentralize administration, MCF has started Ward Level Offices during the year 2016. Already 16 such offices have commenced. Also the existing officials relating to engineering, sanitation, grievance redressal for e.g. JE, ASI, computer operator are deputed. This was first kind of initiative in state of Haryana for opening of ward offices beyond Zonal offices.
Adoption of Non-Cash Measures (E-Wallet and Swipe Machines) for Tax Payments

PROGRES UNDER SMART CITIES MISSION (as CEO FSCL)
Faridabad city was selected under ‘fast track’ for smart cities mission by MOUD, Govt of India. A Special Purpose Vehicle (SPV) – Faridabad Smart City limited (FSCL) was established on 12th August, 2016. She was the First CEO, FSCL (Chief Executive Officer) to be appointed and had tenure till 15th September 2017. The expected investment in Faridabad Smart City is Rs 2,600 crores which includes Area based developments (ABD) cost approx. Rs.2108 Crores and Pan City Proposal (PCP) of cost Rs.469.68Crores. As CEO FSCL, she was responsible for formation of company, conduct of Board of directors meetings, appointment of PMC (Project management Consultant), appointment of SPV Verticals, preparation of various RFPs documents for various projects, Implementation of Mandatory reforms in MCF etc.

Credit Rating of Municipal Corporation got done which is mandatory requirement of Smart City Mission. As per the final Report submitted by the CRISIL, City scored A- (STABLE) which is a remarkable progress over the previous rating.

The Work of Value Capturing Finance (VCF) for land monetization was awarded to M/S Knight Frank.

Initiated Double Entry Accounting System for Municipal Corporation Faridabad. Tender of the same was also floated after getting its approval from Chairman cum PSULB.
